What Instruction 04-2026 requires

The instruction applies Regulation 24-03 on money laundering, terrorist financing and proliferation. It makes identification and verification mandatory before any business relationship and for as long as it lasts, for the customer, their representatives and the beneficial owners. For individuals it lists the name, date and place of birth, nationality, address, occupation and source of funds. For companies it lists the legal form, tax number (NIF), commercial register, managers and the beneficial owners up to the natural person who ultimately controls the company.

It also requires sanctions and PEP screening, a risk-based profile, senior management approval for high-risk customers, documented refusals when a customer cannot be identified, and updates at least every year for high risk, every three years for medium risk and every five years for low risk.

Remote onboarding

The instruction does not set specific rules for opening a relationship remotely. If you plan a fully remote flow, confirm the expectations with the Bank of Algeria first. Konnect ID is equally useful in a branch or agency: an agent captures the document on a tablet, the customer takes a live selfie, and the checks run the same way.

How Konnect ID helps

  • Document capture and checks, with screens, prints and edits flagged.
  • Liveness and face match against the document photo.
  • Sanctions and PEP screening, with possible matches routed to a reviewer.
  • Risk flags and per-flow rules: approve, review or reject.
  • KYC refresh: send customers a link to re-verify when their review date comes due.
  • KYB: register extract, NIF, signatory and beneficial owners on one case.

Documents

Konnect ID reads the photo page of any ICAO passport through its machine-readable zone, and the Tunisian national ID card front and back. Other national ID cards are added per deployment: tell us which documents your customers hold and we confirm coverage before you sign.

Data protection under Law 18-07
