Identity verification in UEMOA

KYC for West Africa,
in French.

The eight countries of the West African Economic and Monetary Union share one central bank and one anti-money laundering framework. Konnect ID helps banks, microfinance institutions, e-money issuers and payment institutions in Senegal, Côte d'Ivoire and the rest of the union verify customers and merchants remotely.

The framework

In March 2025 the BCEAO issued instructions that implement the uniform AML/CFT law of 2023. Instruction 003-03-2025 covers identification, identity verification and customer knowledge by financial institutions. Instruction 001-03-2025 covers internal control and compliance. They apply to credit institutions, financial holding companies, microfinance institutions, e-money institutions and payment institutions.

Payment services, including the newer payment institutions, are governed by Instruction 001-01-2024. Personal data is governed by national laws and authorities, such as the CDP in Senegal and ARTCI in Côte d'Ivoire.

How Konnect ID helps

  • A guided flow in French that works on ordinary phones, in the browser, with no app to install.
  • Liveness and face match to prove the customer is present.
  • Document checks that flag screens, prints, edits and reused images.
  • Watchlist screening, with matches routed to a reviewer.
  • KYB for merchants and agents: RCCM extract, signatory, beneficial owners.
  • Rules per product, so a low-limit wallet and a full account get different checks.

Documents

Konnect ID reads the photo page of any ICAO passport through its machine-readable zone, and the Tunisian national ID card front and back. Other national ID cards are added per deployment: tell us which documents your customers hold and we confirm coverage before you sign.

Agents and merchants

Mobile money grows through agents and merchants. The same platform verifies the person behind each point of sale and the company that holds the contract, and keeps one case file per agent your compliance team can review.
